Lately I’ve begun to suspect that it is a rule, that every change to the code is either a behavior changing transformation from specific to generic, or a refactoring. Indeed, I think this rule may provide some guidance in choosing the next test to write, and in the manner in which the production code should be implemented in order to pass that test.
